The purpose of this assignment is to do a meta assessment and analysis of existing statistical data and related information on children from birth to 4 years in South Africa and to develop baseline information for target setting on key strategic objectives of the National Early Childhood Development Policy

Early childhood development is top national priority in the country and is an integral part of the National Development Plan: Vision 2030. UNICEF works towards supporting the Government of South Africa in early childhood development, as top priority, in particular link to the Medium Term Strategic Framework (MTSF) Outcomes 1 and 13 and the South African Integrated Programme of Action for Early Childhood Development – Moving Ahead 2013 – 2016.

The Government of South Africa embarked on the development of National Early Childhood Development Policy, which is currently in the final stages of being finalized. Imperative to the intended implementation and costing of the said Draft Policy and the development of a related strategy (Outcome 13, sub-outcome 13.2) is the availability of valid and useful comprehensive data on babies and young children in South Africa. Thus, ensuring adequate resourcing, efficient planning and pro-poor targeting for comprehensive early childhood development services.

UNICEF’s Annual Work Plan supports “technical support for the development of an integrated Strategy for the ECD Policy and programme Implementation” and this assignment is in support of the said activity.
